Mr. Whitmann leads the Engineering Division which is responsible for water distribution system design and facility inspection as well as master plan and capital improvement project development.
Mr. Whitmann is a skilled engineer who has worked in both the public and private sectors. He began working for Vista Irrigation District’s (District) in 2016 as its Engineering Project Manager and became Director of Engineering in 2018. Prior to joining the District, Mr. Whitmann worked as a Senior Engineer for the Rincon Del Diablo Municipal Water District for over five years. He also has over twelve years of private sector experience working as a Senior Engineer for Boyle Engineering Corporation/AECOM. He holds a bachelor’s degree in Civil Engineering and is a licensed Professional Engineer in California.
