Brett Hodgkiss, General Manager

Mr. Hodgkiss was appointed by the Board of Directors as the District's General Manager in 2018.  The General Manager provides professional leadership in the management of the District and the implementation of District policies. The General Manager serves as the District's Chief Executive Officer and oversees the day-to-day operations of the District's divisions. The General Manager is responsibile for the planning, direction, and management of the water operations of the District.

Mr. Hodgkiss is an experienced public administrator who began working for Vista Irrigation District (District) as its Administrative Services Manager in 2001. He served as the District’s Assistant General Manager from 2016 to 2018.  Prior to working at the District, Mr. Hodgkiss was the Administrative Services Manager at the Cambria Community Services District located on the central coast of California and spent eight years in administrative positions at the city of Encinitas. He holds a bachelor’s degree in Political Science and a master’s degree in Public Administration. Mr. Hodgkiss also possesses a Special District Administrator certification from the Special District Leadership Foundation.
