NOTICE IS HEREBY GIVEN that Vista Irrigation District (District) will hold a public hearing in its Boardroom located at 1391 Engineer Street, Vista, California, on Wednesday, November 19, 2025, at 9:00 a.m., or as soon thereafter as the matter may be heard, to consider all written protests and hear oral comments on the proposed adjustments to water rates and service charges, including fire connection services and locked meters for calendar years 2026 through 2030 and the pass through of all San Diego County Water Authority wholesale water rates and charges for calendar years 2026 through 2030 pursuant to Government Code section 53756. The District will accept written protests prior to and up until the conclusion of the public hearing. 

Written protests to the proposed rate increase may be submitted to the Secretary of the District's Board of Directors by mail to 1391 Engineer Street, Vista, CA 92081, or by personal delivery to the District, at the same address, prior to the conclusion of the public hearing. Each protest must identify the affected property (by assessor's parcel number, customer account number or street address) and include the signature of the property owner of record or the tenant; protests by e-mail or fax will not be accepted. Oral comments at the public hearing will not qualify as a formal protest though the Board of Directors will consider all public comments submitted during the public hearing. If written protests to the proposed water rates and service charges are presented by a majority of property owners or tenants within the District's service area prior to the close of the public hearing, the proposed water rates and service charges will not be approved. All interested parties are invited to observe and participate in this public hearing to express opinions and/or present evidence relative to this matter.
