Upcoming Request for Proposal: Flume Replacement Design Project

The Vista Irrigation District (District) is currently in the process of drafting a request for proposals for the Vista Flume Replacement Design Project. The project limits span over 10 miles from the Escondido Vista Water Treatment Plant in Escondido, adjacent to Dixon Lake, to the District’s Pechstein Reservoir located along Buena Creek Road, just over one mile west of Twin Oaks Valley Road in the City of San Marcos. The purpose of the project is to replace the District’s 100-year-old Vista Flume, which has reached the end of its useful life.

The scope of work is envisioned to include, but not be limited to, pipeline design and construction document preparation for a roughly 12 mile long, 36-inch diameter steel pipeline including open trench and trenchless construction methods, California Environmental Quality Act document preparation, extensive utility research, geotechnical and geophysical studies, potholing, surveying, permitting and potentially public outreach and public relations services. The RFP is anticipated to be issued February 2026.
