Frank Wolinski, Director of Operations and Field Services
Mr. Wolinski manages the activities of the Operations and Field Services Division which constructs, maintains and operates the District's water distribution system and ancillary facilities.
Mr. Wolinski has a wealth of knowledge and experience regarding Vista Irrigation District (District) and its water system operations having been with the District for over twenty-five years. Prior to becoming Director of Operations and Field Services, Frank held the positions of Operations Manager and Operations and Field Services Manager. He holds a bachelor’s degree in Business Management and an associate degree in Water Technology and possesses Water Distribution Operator D5 and Water Treatment Operator T2 certifications administered by the California Drinking Water Operator Certification program and a Cross Connection Specialist certification from the American Water Works Association.
