Ms. Dobalian, guides the activities of the Water Resources Division, directing operations and activities at Lake Henshaw, the District's local water supply and administering contracts for the treatment of water at the Escondido-Vista water treatment plant and the Weese treatment plant in the city of Oceanside.
Ms. Dobalian has over 20 years of experience working in water resources planning and policy development. Prior to joining the Vista Irrigation District in August 2023, she worked for over 15 years at the San Diego Water County Authority, most recently overseeing their Regulatory Policy Group and managing the San Diego Integrated Regional Water Management Plan. Ms. Dobalian also worked at the San Diego Regional Water Quality Control Board for seven years managing complex environmental programs. She holds a bachelor’s degree in Biology and a master’s degree in Environmental Health Sciences.
