NOTICE OF PREPARATION
of a Draft Environmental Impact Report and
Notice of Public Scoping Meeting
Project Name: Pechstein Site Master Plan Project
Lead Agency: Vista Irrigation District
Project Location: The Pechstein Site Master Plan (SMP) Project (Project) is located in unincorporated northwestern San Diego County, California, east of the City of Vista and north of the City of San Marcos (Figure 1, Project Location). The Project would include a series of capital improvements at and adjacent to the Pechstein Reservoir property, northwest of the intersection of Buena Creek Road, Blue Bird Canyon Road, and Robinhood Road, as well as proposed pipeline alignments in public rights-of-way along Buena Creek Road and Monte Vista Drive (Figure 2, Project Site). The Pechstein Reservoir property occurs on two Vista Irrigation District (VID) owned parcels: Assessor’s Parcel Nos. 181-181-34 and 181-181-32.
Environmental Impact Report: VID is preparing an environmental impact report (EIR) for the Project. VID will be the lead agency under the California Environmental Quality Act (CEQA) (California Public Resources Code Division 13, Section 21000 et seq., and California Code of Regulations, Section 15600 et seq.) for the Project. This notice of preparation (NOP), prepared pursuant to the requirement specified in CEQA Section 21092, describes the Project that will be analyzed in the EIR and identifies areas of probable environmental effects of the Project that will be included in the scope of the EIR.
In compliance with CEQA Guidelines Section 15082, VID is making the NOP available for a 30-day scoping period. Responsible agencies, trustee agencies, and other interested parties are invited to provide input on the scope of the environmental impact analysis pursuant to CEQA. Comments may be submitted in writing during the review period and addressed to:

The NOP comment period begins on October 21, 2026, and closes at 5:00 p.m. on November 20, 2026. Please provide your written or electronic comment no later than 30 days after receipt of this notice or November 20, 2026, whichever is later. If submitting a comment on behalf of an agency or organization, please indicate a contact person in your comment letter or email. VID will consider all written comments pertaining to the scope of the EIR that are received during the noticed public scoping period.
Public Scoping Meeting: VID will hold a scoping meeting to provide an opportunity for agency staff and interested members of the public to submit comments on the scope of the environmental issues to be addressed in the EIR. The public scoping meeting will be held Tuesday, November 10, 2026, at VID headquarters, 1391 Engineer Street, Vista, California 92081, in the board room, from 1:00 p.m. to 2:30 p.m. Interested parties are welcome to attend and are encouraged to recommend environmental topics that they believe should be addressed in the EIR.
