Vista Irrigation District Board Appoints Frank Nuñez to Fill Division 2 Vacancy (May 1, 2025)

The Vista Irrigation District (district) board of directors approved, by a unanimous vote, the appointment of Frank Nuñez as the new representative for division 2 at a special board meeting on April 21, 2025.  Division 2 encompasses the area north of West Vista Way and west of North Santa Fe Avenue in Vista.

“I am honored to serve and committed to the district’s continued success”, Nuñez said. “I look forward to working collaboratively with fellow board members and serving as a trusted advocate for residents and businesses in division 2.”

Nuñez immediately fills the seat that became vacant when Byron Olson resigned in March 2025.  Two Vista residents, who live within the division 2 boundaries, applied for the seat, Nuñez and Richard Vásquez; after conducting interviews of the two applicants, the board of directors selected Nuñez.  His appointment as a director will last until the November 2026 election.

Nuñez, a sales manager, is a lifelong Vista resident. He holds a bachelor’s of arts in cinema and television arts and is currently heading an effort to create a local nonprofit organization dedicated to inspiring and empowering youth to create films. 

Nuñez joins board president Patrick Sanchez (division 4) and directors Marty Miller (division 1), Peter Kuchinsky II (division 3) and Jo MacKenzie (division 5) to form the five‑member district board.  The board generally meets the first and third Wednesdays of every month at 9:00 a.m. at the district office located at 1391 Engineer Street in Vista.

Vista Irrigation District is a public agency governed by an elected five-member board.  The district provides water service to almost 132,000 people in the city of Vista, and portions of San Marcos, Escondido, Oceanside, and unincorporated areas of the county of San Diego.
