Income-qualified customers can get free toilets for their homes with San Diego County Water Authority’s Direct Install Toilet Program. This program is designed to help residents and multi-family property owners conserve water and save on utility bills. This program reduces water use by replacing older toilets with high-efficiency toilets. Installation is done by a professional, licensed contractor.
